Division of Administration

Overview

The Division of Administration of Region 10 Education Service Center exists to serve as a resource to school districts and school administrators of the Region 10 area. In order to be a viable resource and service delivery component, planned services are annually communicated to area superintendents.

The administrative leadership and other personnel in the Division of Administration stand ready to assist and advise you in your review of these services. The Division is and has been historically guided by the input and advise of the Administrative Services Advisory Committee (ASAC) of superintendents, which reviews all plans for services, has periodic updates on service delivery and provides constancy as a “watch-dog” for divisional activities and communications with school districts.

The Division whole-heartedly supports the purposes of Education Service Centers, as described in the Texas Education Code. Those purposes are to:

  • assist school districts in improving student performance;
  • enable school districts to operate more efficiently and economically; and
  • implement initiatives assigned by the legislature or the commissioner.

Regionally Delivered Programs and Services

Because of the current structure of service delivery at Region 10 ESC, the Division of Administration has a principle focus on assisting school districts and charter schools in moving toward greater efficiencies and economies. Many, if not most, of its programs and services are aimed toward this underlying purpose. The Division is a small operational division (in terms of FTEs) that multiplies its service delivery through the use of many other qualified, part-time experts in support of its services.

For 2009-2010 all districts in Region 10 have committed to the entire package of administrative services provided through the Division of Administration. This is considered a validation of the quality of services provided and as an obligation to continue the provision and upgrade of excellent services focused on the administrative team of the district (superintendents, school boards, principals, central office administrators, and others).

Internally Managed Activities

In support of the Office of the Executive Director, the Division of Administration also serves Region 10 ESC administratively in various capacities.  The Associate Director for Administration manages the myriad contracting functions of the Regional Consortium for Innovation (RCI) and supports the activities of the RCI Governing Board.  The Division houses the Human Resources function for Region 10 ESC and conducts internal activities to support the employees of the ESC.  The Division also serves as the Facilities and Housing Manager for Region 10 and oversees and supervises the maintenance, construction, security and repair of Region 10 buildings and grounds.

As always, the continued investment of school districts and school administrators in support of the Division of Administration is welcomed and appreciated.
