The Business/Finance and Operations (BFO) Services contain basic support services that enhance the business and financial activities and operations of school districts and charter schools. Those services fall into four categorical areas: business information services, business training services, school financial advisory services, and purchasing services. All of these services assist local school operations in becoming more efficient in accordance with the mandated principles and purposes of Regional Education Service Centers.
Since the 1991-92 school year, tax rates of Region 10 school districts have been collected annually during the month of October. Both M&O and I&S rates are reported by districts. In addition, in 1993-94, collection of data on Local Homestead Exemption percentage was begun. Following the collection of current year tax data, a five-year display is distributed to superintendents of Region 10 districts. Each year the current-year data is added to the database and a year is dropped from the report sent to superintendents. All data are maintained but only the last five years are reported.

Enrollment Projections are provided for school districts within Region 10. Student enrollment projections are calculated via a computer program which uses past enrollment figures as a basis for estimating future enrollments. This mathematical analysis is a modified version of the "cohort survival" method of projection. Specifically, a five-year projection is produced using the last six years' enrollment data and an alternate five-year projection is produced using the last three years' enrollment data. Enrollment data from all Region 10 districts allows the production of county and regional reports.
