Regional Mass Communications Networks

The Regional Mass Communications Network operates on two levels, dependent upon the district or charter school need for a basic attendance or emergency notification and news release system or an expanded and more complex system of emergency and non-emergency parental, public and media notification via telephone and computer networks.

Flash Alert

With Flash News/Flash Alert support, an emergency communications and news release mass communication system that functions through text messaging to computers, cell-phones and Twitter is available by subscription.  After district enrollment, then individuals may self-enroll to receive emergency notifications about school closings or other emergencies.  Additionally, the service provides online and direct email communication from the district to selected media about school news, sports events, and other day-to-day events about school business.

The non-emergency portion of the service allows districts to send photographic support for news stories at no additional cost.  A single annual fee provides both the emergency and non-emergency features of the Basic Service to any district or charter school regardless of size.  Flash News/Flash Alert is limited to districts less than 20,000 ADA.

SCHOOL MESSENGER

School Messenger service offered to districts of all sizes through interlocal agreement. Fees are set based upon a regional pricing schedule and local district enrollment in the service. Attendance management and calling is feature of this service. This service offers not only online computer and email communications but direct land-line telephone or cellphone communications to parents and interested public citizens in the case of emergencies.

Many non-emergency features are also included that allow districts to communicate with selected parent groups by campus or identified sectors. Translation to multiple languages other than English is also available.

Each district, even though enrolled in the regional service at a regional price, is able to maintain and manage its own program and features independent of other members. Region 10 ESC will assist the vendor in managing the service regionally. The vendor (School Messenger) will invoice the districts directly for the service. School Messenger provides direct interface with TxEIS or Skyward databases.
