Culturally Responsive Education

Multicultural/Disproportionality

"When we speak of the achievement gap, we include the disparities that have been well documented and exist among cultural and socio-economic groups. But we, do not stop there. We also speak to the achievement gap of children and youth who are locked in insulated school systems that provide them with a sanitized curriculum that shelters them from learning about the rich history, literature, art and music of people who are culturally different from them."

"Culturally Proficient Coaching; 2007"

Disproportionality

The Individuals with Disabilities Education Act of 2004, Part B, requires states and local education agencies to take steps to address the disproportionate representation in special education. Federal Regulations provide for the collection and examination of data to determine if disproportionality based on race and ethnicity is occurring with respect to:

  • the identification of children as children with disabilities including children with disabilities with particular impairments,
  • the placement in particular settings, and
  • the incidence, duration, and type of disciplinary actions, including suspensions and expulsions

"Disproportionate Representation exists when student representation in special education programs or specific special education categories exceeds their proportional enrollment in a schools general population."
