Instructional Leadership Development (ILD) is available either as a 36-hour/five-day training session, or a six week online course designed to supplement the instructional leadership mandates for administrator certification. Administrators and appraisers must complete ILD prior to PDAS certification in accordance with adopted Commissioner's rules. At local option, districts may require ILD prior to certification in locally-developed appraisal processes. Potential teacher appraisers should check on local administrative procedures in this regard. NOTE: Under Commissioner's rules, all PDAS appraisers are to show evidence of either two-day ILD training prior to September 1, 2004 or five-day ILD training to maintain certification to appraise teachers.
Business managers who may not hold administrator certification are encouraged to complete the training if they have decision-making responsibilities for budgeting and procuring instructional materials.

Fees for this service are communicated annually to the district superintendent and charter school as part of the commitment process for the Package of Administrative Services for Region 10 Districts.
The cost for the On-Site Instructor Led ILD training for a district designated appraiser of record is included in the District and Charter School Package of Administrative Services. For non-package participants or non-district designated appraisers of record, the cost is $400 for both training and certificate.
For On-Site Instructor Led ILD training, payment is due on the first day of the session and can be made by check, credit card (Mastercard or Visa only), money order, or a district P.O.
The cost for Online ILD training for a district designated appraiser of record is $600. $400 of this cost is included in the District and Charter School Package of Administrative Services. The participant or the district/charter school will be responsible for the additional $200. For non-package participants or non-district designated appraisers of record, the cost is $600 for both training and certificate.
