20 Hour Certification Training Curriculum

The initial 20-hour training includes 14 chapters consisting of:

  • Transporting Special Needs Children, Infants and Toddlers

This certification is valid for a 3-year period.

8 Hour ReCertification Curriculum

Recertification is intended to help drivers continue to be safe, competent and efficient in the transportation of children by providing the drivers with current information and accepted safety procedures. The 8-hour re-certification training is designed to provide drivers, who were previously certified, with an update of information that includes:


  • Introduction and Overview
  • Know The Laws
  • Bus Basics
  • Defensive Driving
  • Student Management
  • Loading and Unloading
  • Navigating Railroad Crossings
  • Emergency Evacuation


TAC 14.35.3 Rule regarding expired re-certification (8 hour) training:

During the 12-month interval immediately following certification expiration, the recertification course may be completed for certification renewal. Certification will then be renewed for a period of three years from the actual date of course completion. Failure to satisfactorily complete the recertification course during this time frame will require completion of the initial certification course to reinstate certification status. During this time period, a person shall not drive a school bus, school activity bus, or multifunction school activity bus unless he/she has received an enrollment certificate. Issuance of an enrollment certificate during this dormant time interval will require the successful completion of the certification course in order to reinstate full certification status.

First Observer Program

The TSA Office of Security Policy and Industry Engagement (OSPIE), Surface Division, is pleased to announce a new web-based restoration of the First Observer™ Program, a security awareness training initiative that focuses on enhancing security across all highway surface transportation modes. We now have the critical training modules available on-line at

 This is a voluntary program designed to provide transportation professionals with information that will enable   them to effectively observe, assess and report suspicious individuals, vehicles, packages, and/or objects.
