A strong foundation is vital for strength, stamina, stability, and success. Research supports the fact that accountability as well as the road to college, career, and military readiness, begins in early childhood. Early childhood development and instructional best practices will ensure that our youngest students are kindergarten-ready and well-equipped for future learning. Let our team of Early Childhood Experts help ensure the foundation is strong enough to hold up all the years that are built upon it. These services are provided to local Districts, Charters, Private Schools, Childcare Centers, and Head Start organizations (including those for whom Region 10 is not the grantee). The information on this site is designed to provide Early Childhood Educators, staff and school leaders with resources for best practices related to classroom environment, classroom management, lesson plans, curriculum, differentiated instruction and assessment.

House Bill (HB) 3, 86th Legislative Session, amended Texas Education Code, §§29.164-172, to make high-quality prekindergarten components mandatory. All districts, open-enrollment charter schools, and districts of innovation must implement the following high-quality prekindergarten components in classrooms serving eligible four-year-old students:

  • Curriculum
  • Student Progress Monitoring
  • Prekindergarten Teacher Qualifications
  • Teacher-to-Student Ratio
  • Family Engagement
  • Program Evaluation
  • Data Reporting

Full-day Pre-K is required for all Pre-K eligible four-year-old students as of September 1, 2019. An exemption/waiver opportunity was offered if construction of classroom facilities was required or if the move to full day would have resulted in fewer students being served. The waiver was granted for up to three years with one opportunity for renewal. Some school districts/charters could be operating under a waiver/exemption through the 2024-2025 school year.
