Introduction

Welcome to the online module which outlines the Title I, Part A allowable and unallowable costs as well as expenditures. This course is intended to provide guidance regarding fiscal decision-making for the Title I, Part A funds to ensure that spending is directly linked to the intended outcomes for student performance and overall fiscal compliance.

Title I, Part A is a program, not a fund source. Millions of dollars in federal Title I, Part A funds flow from the Texas Education Agency (TEA) to local education agencies (LEAs) statewide. It is the responsibility of all stakeholders to ensure that funds are used to meet the intended purpose of the program and that fiscal responsibility is a priority.

Through ongoing training, local and state agencies build the capacity of program and fiscal staff as informed decision-makers to understand:

• Which costs are allowable and unallowable
• How to strategically meet the needs of students
