Overview

Title I, Part C, Migrant Education Program

The purpose of the Migrant Education Program (MEP) is to design and support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle. These efforts are aimed at helping migrant students succeed in school and successfully transition to post-secondary education and/or employment.

The purpose of this program is to:

support high-quality and comprehensive educational programs and services during the school year and, as applicable, during summer or intersession periods, that address the unique educational needs of migratory children;
ensure that migratory children who move among the States are not penalized in any manner by disparities among the States in curriculum, graduation requirements, and challenging State academic standards;
ensure that migratory children receive full and appropriate opportunities to meet the same challenging State academic standards that all children are expected to meet;
to help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to succeed in school; and
help migratory children benefit from State and local systemic reforms.

It is the responsibility of the ESC to provide training and technical assistance to migrant project districts to assist them in meeting program requirements and program effectiveness. The identification and recruitment of eligible migrant students in non-project migrant districts are also the responsibility of Region 10's Migrant Education Program.

Title I, Part C

The Texas Migrant Education Program (MEP) enrolls approximately 31,000 eligible migrant students out of a total Texas public school enrollment of approximately five million students.

The state’s migrant program is the fourth largest in the country and is administered at the local level through local educational agencies (LEAs) and educational service centers (ESCs).

Texas migrant students and their families migrate annually to 48 other states in the country, making Texas home to the largest interstate migrant student population in the United States.

Texas also welcomes workers to the state to perform temporary and seasonal work in its agriculture and fishing industries.

Migrant Education Categories

Non-Project District with no Identified Migrant Students

School District has not identified any migrant students in its district and DOES NOT receive Migrant Education Program funding. Region 10 will assist with the identification and recruitment of students, supply recruitment posters, conduct awareness training, recruit and interview possible migrant families and provide telephone and on-site technical assistance.

Non-Project District with Identified Migrant Students

School District has identified migrant students in district, but DOES NOT receive any Migrant Education Program funding. Region 10 will assist with the identification and recruitment of students, supply recruitment posters, conduct awareness training, recruit and interview possible migrant families, make home visits by recruiter to complete the Certificate of Eligibility, coordinate health and educational services and provide telephone and on-site technical assistance. The Region 10 NGS specialist will also enter migrant student information into the national migrant student database and provide school district reports for information and documentation.

Project District

A school district has identified migrant students in district, has completed the SAS migrant application and receives state funding to set up a Migrant Education Program in the district in order to meet the individual needs of migrant children. Region 10 provides migrant funded districts with staff development and on-site technical assistance in the seven areas of concern. For small projects, Region 10 will also enter migrant student information into the national migrant student database and provide school district reports for information and documentation.

Shared Services Arrangement (SSA)

Non-Project school districts with identified migrants are eligible to enter into an agreement with Region 10, and receive funding to implement a migrant education program. The ESC will submit the Standard Application System (SAS) for Migrant Education, supply evaluation data, maintain auditable files, provide training and technical assistance to migrant staff and serve as the liaison to the Texas Education Agency (TEA).
