Our goal at Region 10 is to coordinate resources, offer technical assistance, and provide staff development related to secondary education and transition for youth with disabilities to create opportunities for successful postsecondary outcomes. This is achieved through:
- Coordinating Resources

- Assisting area schools with individualized solutions to improve their transition services.

- Training in state graduation requirements as related to supporting students with disabilities.

- Monthly training in effective practices for transition
- Monthly training for new Transition Employment Designees, Transition Specialists, and Coordinators.

Provides technical assistance and support needs for the state through resources and learning opportunities.
Transition Employment Designee:
The TED is an employee in a district or charter school who is designated as the primary contact for transition and employment services for students with disabilities in special education programs. This role is required by Texas Education Code (TEC) §29.011(b). This employee must be able to provide information and resources about effective transition planning and employment services to school staff, students, parents/guardians, and agency providers.

A&M Center on Disability & Development
- Partners Resource Network helps families understand their child’s disability, understand their rights and responsibilities under IDEA, help obtain and evaluate resources and services, and effectively participate as equal team members with professionals in planning services for their child.
- Provides information and resources that can help parents understand their child’s disability, their rights, and responsibilities under the Individuals with Disabilities Education Act (IDEA), and facilitate collaboration that supports the development and delivery of services to children with disabilities in our state.
State Performance Plan Indicator 13
- State Performance Plan Indicator (SPPI) 13 measures the percent of youth with individualized education programs (IEPs) aged 16 and above with an IEP that includes:
- Appropriate measurable postsecondary goals that are annually updated and based upon an age-appropriate transition assessment;
- Transition services, including courses of study, that will reasonably enable the student to meet those postsecondary goals; and
- Annual IEP goals related to the student's transition services needs.
- There also must be evidence that the student was invited to the admission, review, and dismissal (ARD) committee meeting where transition services are to be discussed and evidence that, if appropriate, a representative of any participating agency that is likely to be responsible for providing or paying for transition services was invited to the ARD meeting with the prior consent of the parent or student who has reached the age of majority.
State Performance Plan Indicator 14
- State Performance Plan Indicator (SPPI) 14 measures the percent of youth who are no longer in secondary school, had individualized education programs (IEPs) in effect at the time they left school, and were:
- Enrolled in higher education within one year of leaving high school;
- Enrolled in higher education or competitively employed within one year of leaving high school; and
- Enrolled in higher education or in some other postsecondary education or training program; or competitively employed or in some other employment within one year of leaving high school State Performance Plan Indicator 14
The Garrett Center at Sam Houston State University
- The Eleanor and Charles Garrett Center on Transition and Disability Studies have a dedicated focus on the practitioner aspects of transition services and will serve as a dedicated gateway of information for transition team members including educators, students with disabilities, their families, and agencies and community partners. In addition to the website and other communication platforms, the Garrett Center will offer workshops and conduct research to improve services and outcomes for children, youth, and adults with disabilities.
Texas Association of Vocational Adjustment Coordinators (TAVAC)
- TAVAC is dedicated to serving the needs of students with disabilities through vocational training and positive post-secondary outcomes.
- Offers resources to develop best practices for CTE
- Texas Parent to Parent provides support, information, and education for families of children and adults with disabilities, chronic and mental health conditions, and other health care needs.
Texas Workforce Commission Vocational Rehabilitation Services
The Vocational Rehabilitation (VR) program helps people with disabilities prepare for, get, keep, and grow in meaningful career paths.
