Region 10 Education Service Center (ESC) is proud to announce that Dr. Ángel Rivera, superintendent of Mesquite Independent School District, has been named the 2026 Region 10 Superintendent of the Year.

The annual award recognizes a superintendent whose leadership exemplifies vision, integrity, innovation, and an unwavering commitment to students, staff, and community. As one of the highest honors bestowed by Region 10, the recognition celebrates both measurable success and the lasting impact exceptional leaders have on the districts and communities they serve.

Since becoming superintendent in 2022, Dr. Rivera has led Mesquite ISD with clarity, purpose, and a deep commitment to ensuring every student and staff member feels valued and supported. Under his leadership, the district has strengthened academic performance, improved accountability outcomes, expanded opportunities in fine arts and career and technical education, and developed leadership pathways that empower students from an early age.

Central to Dr. Rivera’s leadership philosophy is the “Mesquite Promise” — the belief that every student and every staff member belongs, is made to excel, and has immeasurable value. His leadership has fostered a culture grounded in dignity, belonging, transparency, and trust, while creating meaningful opportunities for students, staff, families, and community members to thrive.

He leads with authenticity, purpose, and a deep belief in the potential of every learner.”

Known for his visibility and accessibility, Dr. Rivera remains actively engaged with students, staff, families, and community partners. His collaborative leadership style has strengthened relationships across the district and helped position Mesquite ISD for continued success.

The strong partnership between Dr. Rivera and the Mesquite ISD Board of Trustees has also contributed to the district’s progress, reflecting a shared commitment to student success, effective governance, and community engagement.

Before beginning his career in education more than two decades ago, Dr. Rivera served in the United States Army’s 82nd Airborne Division. His lifelong commitment to service, coupled with his dedication to educational excellence, has distinguished him as a respected leader throughout the region.

As the 2026 Region 10 Superintendent of the Year, Dr. Rivera will represent Region 10 in the Texas Association of School Boards’ Superintendent of the Year program, which recognizes outstanding public school leaders from across the state.
